Senator Carmichael moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. For Senate Bill 601 -- A BILL to amend and reenact §22-15-10 of the Code of West Virginia, 1931, as amended; and to amend said code by adding thereto a new section, designated §24-2-1l, all relating to exemption from the jurisdiction of the Public Service Commission for materials recovery facilities or mixed waste processing facilities, and providing an exception to allow the Public Service Commission to retain limited jurisdiction over facilities meeting certain requirements which received a certificate of need prior to July 1, 2016.
